Late Applicant Fee

The Insurance Committees that set policy for the State Group Insurance Program voted to again allow previously eligible employees and their eligible dependents who declined health insurance when first eligible to enroll in coverage during the 2012 annual transfer period if they agree to pay the monthly late applicant fee.

Adults (employee or spouse) who did not enroll when they first came to work and join during the transfer period will pay the monthly late applicant fee each month from the time they enroll through December 2013. This will be in addition to their monthly premiums.

Adults (employee or spouse) who join the State Group Insurance Program during the transfer period will also have a pre-existing condition exclusion of up to 12 months. This is for a health problem a person had before the date that a new insurance policy starts. This will not apply if they can show they had other health insurance (creditable coverage) in the past 63 days.

There are special rules for dependent children up to age 26. They will not pay a late applicant fee. Also, the pre-existing condition exclusion will not apply to them.

Examples
If you are a State employee currently enrolled in health coverage and add your spouse, there will be an additional monthly fee of $72 for your spouse. There will not be an additional fee for the member already covered.

If you are a State employee and enroll yourself only, there will be an additional monthly fee of $65 for you.

If you are a married State employee and enroll both yourself and your spouse, there will be an additional monthly fee of $137.
